Scroll Bar is of the necessary application for da blogger users if we have large which exceeds more than a page,den dis scroll bar plays its part,keeping all ur matter in a single page & helps da reader to read it wiithout annoying him..
We cant place HTML codes directly in ur blog,if u do it da desired action of HTML takes,by using dis scroll u can keep ut HTML codes,which can be seen by ur readers...
